The challenge:
After trying to grow its Alternative Teacher Certificate program organically, the University of Houston reached a plateau with application numbers. The school realized they needed a partner with proven expertise in higher ed marketing—like Rebellion Group—to ignite the growth they were after.
Being close to registration season, we knew we had to move quickly. Essentially, we had less than two months to make an impact.

Hyper-Focused, Continuously Optimized
We began by identifying two key audience segments in the Houston market:
– Career Seekers (ages 21–24): Recent graduates looking for a career path.
– Career Changers (ages 25–30): Professionals seeking a complete pivot.
Rebellion Group’s Paid Media team then launched a campaign leveraging responsive, programmatic, and Meta ads. What made this effort stand out was our relentless focus on performance monitoring and real-time optimization.
Initially, we prioritized Meta to build awareness and search to drive leads. But as data started coming in, we quickly pivoted on strategy. Meta ads, particularly retargeting those who had engaged with the landing page, began to show stronger results—so we doubled down. We also continually refined messaging based on what resonated most. For instance, highlighting tangible benefits like higher salaries and strong benefits consistently outperformed softer perks like job placement assistance.

Crisis? No—Catalyst.
Just as the campaign was set to launch, a local scandal threatened to derail everything: news broke of a fraudulent teacher certification scheme involving individuals paying others to take exams on their behalf. Rather than pulling back, this was a moment to reinforce the integrity and credibility of their program—and to differentiate it from bad actors.
The results validated that decision.
